City of Dallas Single-Family Rental Registration: Fee and Rules

Published by the FundPlug desk, a disposition desk of Myers The Home Buyers of Dallas, LLC, TREC 9005311.

Short answer

Inside Dallas city limits, the owner of a rented single-family house, duplex unit or condo unit must register it with Code Compliance every year and file an Owner's Self Inspection Checklist with affidavit. As of Oct. 25, 2026, city pages list the fee at $53 (program page) or $64 a year (FAQ). Leasing a rental without first submitting a registration or renewal application is an offense under Dallas City Code Sec. 27-30.

Dallas City Code puts the registration duty on the owner of a rental property, so a buyer who keeps the tenant becomes the owner responsible for it after closing. If you wholesale occupied rentals in Dallas, flag it up front so your buyer can plan.

Who must register under the Dallas single family rental program?

The city's FAQ says all non-owner-occupied single-family homes must register, and each duplex unit and condo unit counts separately.

The program page says annual registration began Oct. 1, 2023.

Sec. 27-30(g) lists four defenses to prosecution, each judged at the time of the notice of violation:

  • No unit is leased or offered for lease, and the owner filed an exemption affidavit.
  • The only tenants in a single-unit rental are the owner's relatives by blood or marriage.
  • The owner of a single-unit rental had a homestead exemption on file with the county appraisal district.
  • The property was a registered short-term rental under Chapter 42B, with hotel occupancy taxes remitted in full.

What is the Dallas rental registration fee, and when do you renew?

The FAQ says a registration lasts one year from the date you register, and fees are not refunded when a property sells. It says to submit a registration or renewal application before June 1, or 60 days before the current registration expires.

City pages do not agree on the fee. As of Oct. 25, 2026, the program page lists a non-refundable $53 fee, the FAQ lists $64 a year, and the undated VGOV Registration Guide lists $43 per single-family rental property. Confirm the amount with the city before you budget. If the city's inspection finds violations, the FAQ lists a one-time $43 re-inspection fee.

How Dallas rental inspections and penalties work

A city code officer inspects single-family rentals at least once every five years, but not more than once a year, covering the interior, exterior and premises. Complaint inspections fall outside that limit. An out-of-state owner does not have to attend; the tenant or the owner's agent can.

For an unregistered property, the FAQ says a code officer may issue a notice of violation, and citations may follow. Neither the FAQ nor the program page lists a fine.

How to register a rental property in Dallas

Under Sec. 27-32, the application asks for contact details for the owner, a 24-hour emergency contact, any mortgage lienholder, casualty insurers and any property manager. An entity owner also lists an agent for legal notices and its principals.

The city's VGOV Registration Guide points to vgov.dallascityhall.com and lays out the steps:

  • Create an account, start a new application and complete the Owner of Record section.
  • Add the rental property and upload the Affidavit of Single Dwelling Unit Rental and the Owner's Self-Inspection Checklist.
  • Add an emergency contact and a valid ID, review the application, then pay.
  • The property counts as registered only when its status reads APPROVED.

What it means for your next Dallas wholesale deal

The Sec. 27-32 application asks for lienholder and insurer details, and both usually change at closing. The FAQ does not say how a seller's registration carries over after a sale, so ask the city at 214-671-RENT (7368). This is general information, not legal advice.

If you send a Dallas rental to FundPlug for dispo, include what you learn so buyers see it with the deal. Before you market an occupied rental in Dallas:

  • Confirm the address is inside Dallas city limits.
  • Ask the seller for the registration status, the last city inspection and any open violations.
  • Put it on the deal sheet: occupied rental, City of Dallas registration required after closing.
  • Tell buyers to budget the annual fee and a possible $43 re-inspection.
